The Community Bulk Oil Buying Scheme is operated by the Community Council of Staffordshire,
in partnership with Affinity, a subsidiary of Anglia Farmers Ltd, the largest agricultural
purchasing co-operative in the UK. Affinity uses the buying power of its parent

How the scheme works:
Once you have returned your completed membership form and paid your annual membership
fee to the Community Council of Staffordshire, you will be sent a membership pack
which will contain a list of buying dates, details of how to order and payment options.
The bulk oil order is negotiated once a month. If you wish to place an order, you
can do so by phone, email or by post direct to Affinity. If you find that you need
an urgent delivery outside the syndicate, Affinity will be happy to place your order
at the best rate available on the day.
Orders will usually be delivered within a maximum of 10 working days from the order
All payments for oil should be made to Affinity and all questions relating to your
oil delivery should be directed to Affinity.
Please also note:
To take full advantage of this scheme you will need to monitor your oil usage and
keep a check on how much you have left in your tank and how long it is likely to
last, so that you can order an appropriate quantity of oil whilst taking into account
the delivery period, which would normally be anything up to 10 working days after
the order is placed with the supplier.
Please remember when an order is received it is a firm order and not just an expression
of interest and that we will not know the price of the oil until the bulk order
has been placed with a supplier.
Once the order deadline each month has expired it will be not possible to increase
your order, so you will need to take care in estimating your requirements.
If you require an additive, please remember to include it at the time of ordering.
A good price is only possible due to a large number of orders all being placed with
one supplier at the same time and their ability to keep their delivery costs down
by coordinating deliveries in similar post code areas. Requests for a delivery date
outside this period or on a specific date during the delivery window are not possible,
unless you are prepared to miss out on the bulk buy discount.
Terms and Conditions
I give my consent for the Community Council of Staffordshire and its partner, Affinity,
to negotiate on my behalf for the supply of heating oil at the best possible price.
I agree that all payments for the supply of oil or other products must be made by
me directly to Affinity and that I am responsible for ensuring that I am aware of
the payment terms specified by Affinity.
I agree that once I have placed an order, it is a firm order to which I am committed,
and not simply an expression of interest.
I agree that neither the Community Council of Staffordshire nor anyone acting on
behalf of the Community Council of Staffordshire will be held liable for any claims
that may arise between me and any of the selected suppliers, arising from any supply
contract that I may enter into and the invoicing/payment thereof.
I understand that when I want to order fuel, it is my own responsibility to ensure
that my order is placed with Affinity before the deadline specified for the next
month’s order, and that neither the Community Council of Staffordshire nor anyone
acting on behalf of the Community Council of Staffordshire will be held liable for
any shortage of fuel or other problem that I experience if I fail to meet the specified
